When the Welfare and Social Security Refugee Pay and dollars to Social Security Mentally Disabled Folks (A State responsibility) and all other Federal Grants are eliminated, and the Feds get the Guts to Enforce the California Balanced Budget law, and further force the California School Districts (Corporations) to pay on their bonds or follow Federal Law and declare Bankruptcy - perhaps the Governor would sing a different tune.
As for Russia assisting California and picking up the Welfare Costs for 30 Million Californians on Welfare and Refugee Pay - at about $10,000 per person per month - as oil prices drop there is no way they afford to even begin to pay on the California Debts.
That would be $10,000 times 30 Million - or about $300 Billion Per Month - or around $3.6 Trillion Dollars Per Year just for California alone.
And yes - ALL Schools are private corporations and forcing them to be sold to Private Parties would reduce educational costs by 90%.
Here in Tacoma, for example, a Lutheran Church educates children for $300 a month with a 0% drop out rate, the Tacoma School District, owned by the City of Tacoma, charges home owners $4,000 a month to educate the children and they have a 50% drop out rate.
So hang on - it could be a rough ride as the Dollar is being rejected across the globe.
The World Currencies all lasted about 70 years and were: Portugal, Spain, France, England and now the United States.
